
1. Prepare Your Plans & Drawings
Engage a licensed architect or engineer to draw your building plans according to the Puducherry Building Bye‑Laws & Town & Country Planning Rules
Comply with OBPS guidelines: plot boundary, setbacks, room layouts, stairs, elevations, etc. Refer to the OBPS “Layer Matrix” and “Reasons for Rejection” handbooks available on the Puducherry Planning Authority website
2. Register & Login to OBPS Online
Go to the new Online Building Permission System (OBPS)
Register (if new), and then log in to provide application details, attach electronic plans and documents like land title, structural certificates, etc.
3. Application & Scrutiny Fees – Pay
Application fees: ₹10 per plan
Scrutiny fees (residential “pucca”):
Up to 300 m² or less: ₹1 / m² built‑up area;
Over 300 m²: ₹1.50 / m²
There are also small charges for amenities like septic tanks, wells, compound walls—see Appendix I-A
There is also a ₹10 service charge on every issued No Objection Certificate (NOC)
4. Automated e‑Scrutiny & NOCs
The system integrates eDCR (Electronic Development Control Regulations)—it auto‑verifies your plan against building rules
If your development requires NOCs (e.g., from PWD, electricity, etc.), those departments scrutinize and reply online. If they don’t reply within 21 working days, the system treats them as approved
5. Approval & Permit Issuance
For a normal residential building up to 2 dwelling units (ground + first floor), approval normally comes within 10 working days, provided there are no NOCs involved
OBPS system provides safe online e‑signing and digital issuance of the building permit
6. Revisions, Validity & Regularization
First revision: ₹1 / m²; second: ₹0.50; third: ₹0.25; fourth and later ones: free
If the permit expires before construction, you can renew it at 50% of original fees
For unauthorized current constructions or unapproved layouts, regularization can be applied for by paying applicable charges
